If its only for teams in the EPL then no... If its for clubs all over Europe than yes.. But believe me it's very difficult to police. In my country the NRL and AFL both have salary caps and they are constantly rorted by various clubs over the years. I'm not pointing fingers at certain teams, but i do think there would be a few that wouldn't abide by the rules..
