Greatest Olympian EVER ?

OK so i dont doubt that Micheal Phelps is awesome and a very very very talented guy and deserves his medals but my question is :

does the amount of medals he's won really make him the greatest olympian of all time ?

the way i see it is that he may be the greatest swimmer (or at least in those events)

i know that there arn't alot of people that do more than 1 event in the olympics (and i'm counting gymnastics as one event event thoough they compete in more than 1 aparatus) but i dont think it's fair to other people to call him the GREATEST

i dont know if that's making sense to anyone other than me
