Hm, not sure that much. If safe standing were to ever be approved by the Premier League there would be a mass amount of "safety regulations" to ensure a repeat of hillsborough or Heysel doesn't occur

Possibly but the club may decide not to make the back few rows of each standing because they are classed as restricted view already and that's with them assuming people don't stand up
