Everyone keep talking about Woodward. I don't think he is the football decision maker. So why is he responsible about united result?

But he is not football decision maker. I'll be surprised if this season he decided let's get Maguire or let's not sign any cm. I am pretty sure his decision comes down to their transfer budget and wage budget and he probably will handle the negotiations
