City breaks those financial rules. Let's take for example the case of the sponsorships. Qatar airlines paid them say 100 million, they declared 150 million. What could be hidden behind this ? Tax evasion by somebody maybe ? The same for the other types of breach. Or if you don't like criminal activities, what breach of fair play ? Yeah maybe they want the excessive spending that they envisage a Middle east consortium can give them -could backfire now though depending on what happens with Man City (probably nothing but a fine).
