If it is a local regulation I don't see that they have any choice. If they don't follow the regulation they put themselves at risk in case anything goes wrong. And that thing, whatever it is, would be uninsured because the insurance company would have stipulated that they have to follow the local regs.

That's the issue. Those showing coverage clearly aren't clued in.

FIFA, NA, etc have to get their head around things 12 months from now.
