Why would Sevilla even entertain the idea of accepting €58M for Kounde if it's true Chelsea have already offered €65M and most certainly with a quicker payment schedule.

In Raphinha's case the player was desperate to join broke ass Barcelona so Leeds pretty much had no choice but to accept their lower offer but going by reports it looks like Kounde is more open to joining either club and has even agreed personal terms with both.
