Well Bale went for £80-85m depending on what you read and Hazard puts in similar performances if not the same performances - I'd say Hazard is more crucial to a teams way of play than Bale as Bale is more of a better individual performer although Hazard is getting there, just more of a team player than Bale, hope that makes sense?
