In football terms deliberate means "unnatural" which the motion leading to the handball in this game wasn't as the defender was falling down. If, for example, he was going to the ball with his hand first or punching the ball away it would have been deliberate but since his hand touched the ball during a natural motion of his body it would have been a HUGE (and unjustified) reach to give a penalty there.
