Guys, it's not a loophole and it's not illegal. Let me break down how it happened and why you and others are confused:
On December 31st, City and Frank removed the break clause in his one year contract with City thus allowing him to stay in Manchester till the end of the season. The already upset NYFC fans got even more upset when the BBC revealed that he never even had a contract with them and went looking for proof, only to find that he was never registered in the wage bill for NYFC to begin with.
So, to try and save some face, the MSL and the NYFC claimed that he had signed for the MC franchise (the company that owns both teams) and that he was loaned by it to City. But the EPL does not allow third-party ownership and came investigating at City only to find out that Frank had signed with City, the club, from the beginning so there was no infringement of EPL rules.
All City did was sign a (devious) free agent on a season long contract. The rest of the charade was simply a publicity stunt to sell some NYFC season tickets and Lampard shirts and for Frank to try to preserve his public image and marketability.

Now I'm certain Lampard was part of the "player power" problem. It was not a myth. A selfish greedy cunt will always cause discontent in the team when their needs aren't satisfied to the fullest. I still remember the way he casually strolled around the pitch whenever AVB played him and we were desperately looking for inspiration from our leaders, he visibly didn't give a fuck despite being the (vice)captain. His only aim was to get rid of AVB so he could be replaced by someone who would hopefully play him more and thus have a higher chance of earning another big fat contract. Like the time he used Jose's Inter to blackmail the club. He showed his true face for a glimpse when he referred to AVB as "that other bloke" with a giant grin on his face.
Last season Jose used Lampard sparingly and there is a possibility that Mou started seeing through his bullshit. He was probably offered a contract that the club knew he would refuse, thus "forcing" him to leave while saving face by being able to say that they did indeed offer him a contract. Lampard, being offended by that and bitterly seeking retribution, didn't consider it a serious offer and went on to claim that no offer was made to further try to stain Chelsea's image. If I had to choose who was lying, Jose or Frank, I'd say Frank all day long.
Jose definitely saw through his bullshit, this explains his short but telling "love story over" comments. Jose has never been shy to praise his former players, never has he had such a change of mind so quickly, from saying "the model professional and greatest midfielder to having worked with" to "I don't talk about him, it's over". Not a single unneutral word about one of the standout players of his career, none.
Frank, I started watching football and following Chelsea mostly because of you and Terry. Now, some 10 years past, I'm following Chelsea and there would be nothing more satisfying than BEATING you and fucking Manchester City, who you would have never even considered before the megabucks arrived. I hope you play against us later this season so Matic and Terry could hack you on your ass for the greater part of your miserable presence on the field. (Yes, I know he isn't reading this, I'm just fucking venting.)

It's not fair to expect miracles from him. Atletico aren't exactly the most creative or scoring side around. They scored measly 12 goals from open play this season.

Yeah, Spanish NT is a mess at the moment, but still, he doesn't seem to do all that well when he has a lot of possession.
Actually, according to WhoScored, we and Atletico have practically identical "Action Zones": 31% in the attacking third. I know that Koke creates the majority of Atletico's goals from set pieces, but that doesn't make Koke a creative playmaker - it makes him a great set piece taker, is all. We aren't doing too bad in that regard either, but unlike Atletico, we score a lot more goals from open play too. And in open play Koke doesn't bring that much to the team. The fact that Atletico scored 12 goals from open play in half a season is very poor, regardless of their set pieces - we scored 30, with about the same amount of possession as Atletico. It says nothing good about Atletico players' creativity.
Look, I know where you're coming from - Oscar isn't the most creative player around and I'd be happy if we get someone who could offer more in attack, but Koke isn't the answer. Oscar has his flaws, but he created 27 chances from open play this season. Koke created just a bit over 10. Regardless of Koke's superiority in set pieces, he should do more in open play to be called a playmaker. Cesc has created over 40 chances from open play in addition to the set piece chances. That's what a playmaker is supposed to do.
