What do mean "seriously?"

Sure they spend a lot compared to most clubs, but they can't compete with ANY of the club's above them for players. They won't/can't spend £40m, £50m, or £60m on a single player or a couple of super stars.

Any manager who takes over at Liverpool will be handicapped and restrained by their place in the food chain.

They've spent tons of cash on tons of shit players. They know they can't attract stars so they hoarde loads of mediocre ones.

Difference with us is that we CHOOSE not to spend £40m on players. We could if we wanted to, they can't.

The next manager will definitely have the 'funds' but they won't be on his targets.

Rodgers was constantly fighting with the Fenway Sports Group, because they have been picking the targets and expecting Rodgers to make it work.

They were constantly butting heads over transfer targets, and Rodgers hasn't been given the complete control he'd like.

Also, I think what @Pizy is trying to say is that Liverpool, without CL, cannot attract world-class, ready made targets.

They have to buy young, talented, but unproven players like Sterling, Firminho, Carroll (lol), Coutinho, Sturridge and hope they grow into Suarez's. That's just a fact.

I think what happened was, the Owners saw the talented players they picked, especially Suarez and doubled down on their policy.

On the flip side, Rodgers nearly won the league, and expected he'd get more lee-way and trust from the owners to pick 'his' players, and that hasn't happened.

So yeah, we don't buy 40M pound players, but we can get players like Costa, Cesc, and Pedro. Ready made players. Liverpool cannot.

The 'limited budget' is really on the profile of their targets, not the figure.
