Do you mean a chain store? You can buy phones in places like carphone warehouse but they take your address if you are buying a sim card or contract as part of it so I'm not sure what would happen if you plan to take it back to Israel?

If you just want a Sim free get it from Argos, carphone warehouse, phones4u etc
